Concerns remain following care home’s third failure

CONCERNS have been raised about two Banburyshire care homes – including one in Chipping Norton which has failed its third inspection in 16 months.

Care Quality Commission (CQC) inspectors released a report last month following a visit to Southerndown Care Home in Chipping Norton which highlighted issues in three areas.

Under the heading respecting and involving people who use services, inspectors judged “people were not involved in making decisions about their care and support and their privacy, dignity and independence was not respected”, which had a ‘moderate’ impact on service users.

For staffing, inspectors judged “there were not enough qualified, skilled and experienced staff to meet people’s needs”, resulting in a ‘moderate’ impact on residents.

Under records, inspectors judged “people were not always protected from the risks of unsafe or inappropriate care and treatment because accurate and appropriate records were not maintained” which had a ‘minor’ impact on users.

Barchester Healthcare Homes Limited, which manages the facility, said it is working closely with the CQC and has submitted an action plan with steps for improvement.

It said: “We would like to reassure everyone of our commitment to those residing at Southerndown and to emphasise that their health and wellbeing is at the forefront of everything we do.”

Inspectors also visited Flora Innes House in Byfield, managed by Solden Hill House Limited, and said action was needed in two out of five areas. Under the heading care and welfare of people who use services, inspectors judged “people experienced care, treatment and support that did not meet their needs and did not protect their rights” which bore a ‘moderate’ impact on service users.

Under assessing and monitoring the quality of service provision, inspectors noted “the provider did not have an effective system in place to identify, assess and manage risks to the health, safety and welfare of people who use the service and others” resulting in a ‘moderate impact’ on users.

Delia Thomas of Flora Innes House said the shortcomings are being addressed immediately and will be completed within the required timescale to ensure the home is fully compliant with regulations. “Our continuing aim is to provide the highest level of care and accommodation for our clients,” she added.
