THE Royal College of Midwives has urged caution after its first taste of the IRP's report.
Regional officer Judy Slessar said: "Our interpretation is that the Independent Reconfiguration Panel does not want the services for maternity reconfigured.
"However I'm not sure at the moment quite what that means as they said the Horton needs to change and develop."
She urged caution until the Oxford Radcliffe Hospitals NHS Trust and Oxfordshire Primary Care Trust decide how they will "develop clinically integrated practice across the Horton, John Radcliffe and Churchill sites" as suggested by the report.
