BANBURY mayor Cllr Kieron Mallon has reacted with caution to the IRP report.
"Today is a great day," he said.

"The secretary of state is agreeing with the panel but it is saying something will have to change so I see it as a partial victory.

"The panel can not make a decision that has a financial impact on the ORH Trust so we have got to wait and see what those options are.

"It is a battle that we can be very proud to have won, but we still need to continue fighting.

"We wait to see what those options are and whether the Trust can afford them.

So we can rejoice today in a battle won, we can be proud as a town to have led the battle but the war isn't over just yet."
